Solar panels on a Brunswick West Heritage Overlay property

Merri-bek's current homeowner guidance distinguishes between solar equipment that is visible from public areas and equipment that is not.

If a property is covered by a Heritage Overlay, Merri-bek says rooftop solar panels that are not visible from a street or park do not require a planning permit under its solar pathway. If the panels are visible from the street or a public park, a planning permit is required.

Council says most solar-only applications of this type are issued within 10 business days. That does not remove the need to check the property or guarantee an approval for every proposal.

DO NOT GENERALISE THIS TO THE WHOLE SUBURB

Brunswick West contains properties and precincts with Heritage Overlays, but not every home is heritage controlled. Check the address before changing the solar design.

How to check a Brunswick West property

Use Merri-bek's property-planning tools or the Victorian Government's VicPlan map ↗ to identify the controls that actually apply to the address.

If a Heritage Overlay appears, review the relevant schedule and the proposed visibility of the panels and associated equipment. Other overlays can also apply to individual properties, but their existence should not be presented as an automatic rooftop-solar problem without reading the actual control.

Should panels be moved simply to avoid a permit?

Not automatically. If an affected roof has a good-performing layout that is visible from a public area, a planning application may produce a better result than moving the array to a heavily shaded or poorly oriented roof face simply to avoid the permit process.

The useful design question is whether a less visible roof face can still deliver a technically and financially sensible system. Ask the installer to quantify the generation difference between layouts instead of presenting heritage and solar performance as an all-or-nothing choice.

Where a planning permit is required, the final panel layout submitted to council should be the same layout used for the technical quote and network connection work.

Which electricity distributor covers Brunswick West?

CitiPower's current network-planning information identifies its West Brunswick zone substation as supplying domestic, commercial and industrial areas of Brunswick West. However, Jemena also publishes network-maintenance material that includes Brunswick West, reflecting the fact that distribution boundaries can cut across suburb and postcode labels.

For that reason, confirm the electricity distributor for the individual address using the Victorian Government distributor map, the electricity bill or the distributors' postcode tools before relying on connection or export settings.

The network name does not by itself establish the export allowance for a particular home. The installer still needs the correct connection approval for the address, phase configuration and proposed inverter equipment.

What about Merri-bek's Brunswick community battery?

Merri-bek City Council has a federally supported community battery in Brunswick. The Australian Government records the 504 kWh project as operational from 24 April 2026.

It should not be described as a Brunswick West household battery or as storage directly attached to every local solar system. It is relevant as part of Merri-bek's broader local energy work, but a homeowner considering private storage should still assess their own tariff, imports, exports, backup requirements and battery economics.

Adding a battery to existing Brunswick West solar

If solar is already installed, use measured imports, exports and generation before deciding how much storage to buy. The existing solar inverter may be retained where an AC-coupled design makes sense; replacing it with a hybrid inverter is another option, but should be justified by compatibility, system age, solar expansion or required backup functionality.

A battery does not automatically provide blackout backup. If outage protection matters, the quote should state which circuits and phases remain powered, the continuous backup output and whether rooftop solar can continue operating while the grid is down.

Before accepting a Brunswick West solar quote

  • Check the individual property's planning overlays before assuming heritage controls apply.
  • If a Heritage Overlay applies, confirm whether the final panel layout is visible from the relevant street or public park.
  • Compare the generation impact before moving panels solely to avoid a planning application.
  • Confirm the electricity distributor for the exact address and obtain the appropriate connection approval.
  • Have the final export setting stated in the proposal rather than inferred from a generic suburb rule.
  • For batteries, separate usable kWh, output kW and blackout-backup functionality.
  • Recheck current Victorian and federal incentives immediately before committing.
